No. Frame not included. 8x10 inches is a standard US frame size, so you can grab one off the shelf anywhere and be done in an afternoon. No custom framing, no six-week quote.

What paper is it printed on?

Premium matte, 200 gsm (80 lb), 0.26 mm thick. Heavier than a poster, smooth, uncoated, and fully non-reflective, so you can hang it across from a window and still see the art instead of your own reflection. FSC-certified or equivalent paper.
